Keep Breezy HR and Papaya aligned: use one app's hr actions to perform the other's.

Example: use Breezy HR's "Create a Candidate" action to perform Papaya's "Approve Payment Instructions" action. Breezy HR has 9 actions (including Create a Candidate, Create a Position, and Get a Candidate); Papaya has 29 actions (including Approve Payment Instructions, Bulk Import Beneficiaries, and Bulk Import Payment Instructions).
