Keep BuddyPunch and PerformYard aligned: when hr events happen in one, update the other automatically.

Example: when BuddyPunch's "Watch Employees" fires, WEXTL can "Add an Employee to a Review Cycle" in PerformYard. BuddyPunch has 2 triggers (including Watch Employees and Watch Positions); PerformYard has 20 actions (including Add an Employee to a Review Cycle, Create a Goal, and Create an Employee).
