Keep ClickTime and PerformYard aligned: when hr events happen in one, update the other automatically.

Example: when ClickTime's "Watch Alternative Time Off" fires, WEXTL can "Add an Employee to a Review Cycle" in PerformYard. ClickTime has 4 triggers (including Watch Alternative Time Off, Watch Jobs, and Watch Time Entries); PerformYard has 20 actions (including Add an Employee to a Review Cycle, Create a Goal, and Create an Employee).
