dLocal + Ongoing WMS Integration

Keep dLocal and Ongoing WMS aligned: when finance events happen in one, update the other automatically.

Example: when Ongoing WMS's "Watch Articles" fires, WEXTL can "Add a Bank Account" in dLocal. dLocal has 31 actions (including Add a Bank Account, Cancel an Enrollment, and Cancel a Payment); Ongoing WMS has 23 actions (including Cancel an Order, Cancel a Purchase Order, and Cancel a Return Order).
